2024 Master Land Use Plan

Approximately every 10 years since 1989, North Central College routinely updates its Master Land Use Plan (MLUP) and presents it for adoption by the Naperville City Council for incorporation into the City’s comprehensive land use plan.

On September 3, 2024, the Naperville City Council unanimously passed an ordinance that adopted the North Central College Master Land Use Plan 2024-2034 (Click here to view the official City ordinance). For the next 10 years, the MLUP will serve as an important guide for the City, the College, and the surrounding neighborhood.

What is the MLUP?

The MLUP includes identification of the College’s existing property and boundaries, areas on campus that could be developed in the future, and potential facility needs in the next decade.

The MLUP is also:

  • a recap of the College’s developmental history;
  • a high-level guiding policy document for College land use and decision-making;
  • a resource for the City of Naperville, the surrounding neighborhood, and the broader community;
  • a summary of the College’s existing parking, vehicular and pedestrian traffic, sustainability, stormwater management, and arboretum plans;
  • a document that functions in accordance with the City of Naperville’s College/University District Zoning Ordinance; and
  • a flexible plan that will evolve as financial circumstances, marketplace dynamics, and College needs change over time.

MLUP Timeline

In May 2024, the College’s Board of Trustees unanimously approved the 2024 MLUP.

The College proceeded through the City of Naperville’s approval process with the following public meetings:

  • Historic Preservation Commission: Thursday, July 25, 2024.
  • Planning and Zoning Commission: Wednesday, August 7, 2024 (unanimous approval).
  • City Council: Tuesday, August 20 (first reading).
  • City Council: Tuesday, September 3 (unanimous approval and adoption as part of the City’s Comprehensive Plan).
