College Illinois Authorization Form: You will need to complete an Intent to Enroll form with College Illinois!, who will send North Central a roster of students to be invoiced. Please contact the Office of Student Accounts, studentaccounts@noctrl.edu, if you plan to utilize College Illinois! for summer term.

FERPA Release Form: The Family Educational Rights and Privacy Act (FERPA) protects the privacy of a student’s education records.  The FERPA release form is used to give written consent for an educational institution to share a student’s education records with third parties, such as parents, guardians, or other individuals or organizations.  A student can find this form on The Hub. To obtain the release form in The HUB, go to Workspaces > Registrar's Office > Student Forms. Once completed, the form can be brought to the Registrar’s Office with a form of ID.

Student Financial Responsibility Agreement (SFRA): This document is required by students to sign each academic year and acknowledges their responsibility for paying tuition, fees, and other associated charges. A student can find this electronic form by signing into their Merlin/Self-Service account, clicking on User Options on the left side of the screen, and then clicking Required Agreements. 

TouchNet Authorized User: Students are able to add an Authorized User through the new payment processor, TouchNet. This is in addition to the Proxy through Self-Service. The Authorized User is set up by the student. Authorized Users are given their own log in credentials and are able to make payments, enroll in payment plans, view statement activities, etc. Students can be directed to TouchNet by logging into their Merlin Self-Service and clicking on Make a Payment.

Proxy Access in Merlin Self-Service: Students are able to give third parties access to their Merlin Self-Service where they can view student account information and financial aid information.

Release of Information: If students would like to give third parties, such as parents, guardians, or trusted individuals, access to their account information, the Student Accounts office recommends the student submit a FERPA release form with the Office of the Registrar and add the third parties as an Authorized User on our online billing and payment platform, TouchNet.
